The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. The members of the LSC present a slate of candidates through determination of qualifications and geographic distribution for inclusion on a ballot for the election of the Board of Directors and the Leadership Succession Committee. Staff proposed a recommended definition for the committee to consider based on the study data. Decision: The committee decided to retain the current definition of entry-level nursing. #17 AGENDA ITEM: NCLEX Reference List Study GOAL To provide a historical record that the committee formally approves the 2025 NCLEX Reference List. Discussion: Staff apprised the committee on the results of the 2025 NCLEX Textbook Survey, which is sent to RN and PN nursing programs throughout each NCSBN geographic area including Canada. The results of the survey were compiled to develop the NCLEX reference list, which is used to validate NCLEX items.
